Our Mission  

Our mission at Eastern Carolina Veterinary Referral (ECVR) is to provide premium quality, state of the art medical and surgical care to our small animal patients and their owners while meeting the needs of consulting veterinarians as an extension of their veterinary health care team.  

About your professional staff  

Dr. Ned Williams received his DVM degree from Colorado State University in 1993.  He completed a medical and surgical internship at the University of Missouri in 1994 and a three year surgical residency in 1997.  He remained as faculty at the University of Missouri until 1998, when he joined Carolina Veterinary Specialists in Greensboro, NC as the director of surgical services.  In 2002 he moved to Wilmington , NC and developed Eastern Carolina Veterinary Referral.

Dr. Williams has been involved with numerous research projects addressing orthopedic conditions, especially with respect to gait analysis, and was a 1998 recipient of the Mark Bloomberg Memorial Research Award from the Veterinary Orthopedic Society.  Dr. Williams is a Diplomate of the American College of Veterinary Surgeons.  

Rehabilitation is under the supervision of Stacie Williams OTR/L, CHT.  Stacie has been a therapist in the human field for over 11 years.  She has been treating the canine/feline population for about 3 years and is enrolled and near completion of a national Canine Certification program through the University of Tennessee

Services Offered  

Dr. Williams offers consultations in surgically related diseases primarily affecting dogs and cats.  The surgical service specializes in the management of complicated soft tissue, orthopedic, and neurosurgical disorders.  A wide range of procedures are performed, including but not limited to, arthroscopy, total hip replacements, tibial plateau leveling osteotomy (TPLO), triple pelvic osteotomy, fracture management, and sports related injuries.  Soft tissue surgeries include cardiothoracic, oncological, gastrointestinal, urogenital, and spinal procedures.  

The rehabilitation program offers treatment modalities such as neuroelectrical stimulation, ultrasound, therapeutic exercises, and aquatic therapy for surgical recovery, obesity management, management of chronic conditions, and conditioning for athletic performance.  An individual treatment plan is created for each patient dependent on needs.

ECVR was initiated to assist regional veterinarians in the diagnosis and treatment of complex medical and surgical diseases.  As such, the ECVR staff works in close coordination with each service and with your primary veterinarian to optimize your family member’s health care needs.
